March 18 in Russia will be a single voting day in the framework of the presidential election. Despite the fact that the full list of candidates for senior management positions has not yet been approved, there is already another list - those whose names we certainly will not see on the ballots. These are people who, for one reason or another, are denied registration of their candidacy for the upcoming elections. Among those who completed the presidential race there are representatives of various parties as well as self-nominated people. In addition to politicians, the list includes businessmen, public figures, business leaders, as well as representatives of other industries. Here you can meet both famous people and surnames not familiar to a wide audience.
1. Alexey Navalny
Topping the list is perhaps the most media political figure of recent times. The founder of the non-profit anti-corruption fund, the chairman of the political Progress Party, as well as the well-known opposition, Navalny could not go through the registration process for the presidential election. The CEC refused to Aleksey, citing a legally binding verdict of the Kirov Regional Court, according to which Navalny was sentenced to 5 years of imprisonment under Article 160 of the Criminal Code of the Russian Federation (part 4). Since this article implies the commission of a serious crime (in the case of Navalny, we are talking about the appropriation of the funds of the Kirovles organization), the candidate convicted at the time of filing an application with the CEC cannot apply for the presidency.
2. Oleg Lurie
Specializing in journalistic investigations and high-profile statements against influential political figures and businessmen, Oleg Lurie was also unable to register his candidacy for the March elections. The argument for refusal was followed by the same reason as Navalny's - conviction for a serious crime. In 2009, Lurie was found guilty under articles 159 of the Criminal Code of the Russian Federation (part 3) and 163 of the Criminal Code of the Russian Federation (part 2,3) for extorting a large sum of money from V. Slutsker. Despite the fact that the conviction was canceled by the journalist in 2011, under the current law, the convict does not have the right to be among the candidates for the presidency for the next 10 years after the annulment of the sentence. That is, Oleg Lurie will get a chance to become president only in 2024.
3. Sergey Polonsky
The eccentric owner of the development company Mirax Group, a citizen of Cambodia (one of the citizenships), a failed space tourist and now the failed president of Russia, Sergei Polonsky earned the title of one of the most outstanding candidates. At one time, the businessman managed to be under arrest, but the reasons for the departure from the presidential race Polonsky are different. Firstly, Sergei did not provide the CEC with information about his wife’s property overseas property. Secondly (which is more significant and somewhat absurd), Polonsky's initiative group did not have the proper number of voters.
4. Yuri Sidorov
Yury Sidorov, an entrepreneur from Veliky Novgorod, chairman of the Russian Small Business Party, as well as an individual in bankrupt status, did not receive the status of a registered candidate for the upcoming elections. The CEC saw several violations in the conduct of the election campaign for the nomination of Sidorov. In addition to the fact that the PMBR notified the Central Election Commission that it was holding a congress in St. Petersburg only two days before the event (by law, it must be done three days before the event), party members from only 29 branches located in Russian regions attended the congress (legislation implies the presence of at least half of the regional representatives).
5. Irina Volynets
A public figure, the head of the National Parents Committee and one of the leaders of the People Against Corruption party, Irina Volynets did not obtain approval from the CEC for registration as a presidential candidate. The Central Election Commission cites the violation of the deadlines for notifying about the congress of the party nominating the candidate as the argument (the CDD announced the event in less than 24 hours), as well as paperwork that does not comply with the law (in the certificate on foreign real estate there is a signature not Volynets, but a proxy).
6. Andrey Bazhutin
Entrepreneur, public figure, trucker and the main official opponent of Plato, Andrei Bazhutin left the presidential race, without actually participating in it. The “Organization of Russian Carriers,” from which Bazhutin was supposed to run, received the status of a “foreign agent” in December. As a result, at the gathering of the initiative team to nominate Bazhutin (the event was held in Makhachkala), planned in early January, instead of the required 500 voters (the minimum number of signatures for applying for registration), only 20 with a small person came. It is curious that Andrei Bazhutin himself was not among them.
7. Elena Semerikova
Advisor to Valentina Matvienko and chairman of the Women's Dialogue party, Elena Semerikova already tried her hand at the last presidential election (in 2012) as a candidate from her party. However, this time Elena was not able to go through the registration process. The CEC explains the refusal as a violation of the law that took place at the congress of the "Women's Dialogue", where the decision was made and the nomination of Semerikova. We are talking about the number of regional party members - they should represent at least half of the subjects of Russia (43), while only 24 representatives attended the event.
8. Sirazhdin Ramazanov
A native of Dagestan, Ph.D. and head of the party of Social Democrats, Sirazhdin Ramazanov withdrew his candidacy and left the fight for senior leadership after the CEC refused to register its representatives on financial matters. Employees of the election commission perceived a violation when submitting documents to the representatives of Sirazhdin (in particular, a notarized power of attorney was issued incorrectly). At the CEC meeting, Ramazanov made a statement that his party was not yet ready for such a serious and large-scale event as the presidential election, so he withdraws his candidacy.
9. Sergey Lee
A social activist, producer and a bright businessman, Sergey Lee (officially registered as Lucky Lee on his passport) is already the president. Lee dominates the Association, uniting ... strip clubs in Russia. However, Sergei will not be able to combine such a piquant post with the presidency of the whole country. The CEC found a number of irregularities in the election campaign of an unusual candidate. In particular, the meeting of the Lee initiative team was held without notarization of the participants in this event. In addition, Sergei himself failed to bring to the CEC many necessary documents (for example, a certificate of income and the availability of foreign real estate).
1. Alexander Chukhlebov
An entrepreneur in the forest industry from St. Petersburg and a self-nominated person, Alexander Chukhlebov was on this list by decision of the Supreme Court of the Russian Federation. The fact is that the CEC reacted negatively to the application for registration of candidate Chukhlebov. The reason was a permanent residence permit in Finland, issued to Alexander back in 2010. Chukhlebov did not agree with the decision of the Central Election Commission (the businessman revoked his residence permit on the eve of the presidential race) - as a result, clarification of circumstances in the Supreme Court, where the key moment was the violation of the candidate’s continuous residence in Russia. On this basis, Chukhlebov received a verdict of non-participation in the elections.
